TOD Success Factors

This project, sponsored by Southwestern Pennsylvania Commission (SPC), was undertaken to identify the unique factors that make TOD successful in this region. Clear View led a team including GSP Consulting and URS that focused on gathering data and gaining knowledge of how TOD previously occurred along the region's bus, light rail and commuter rail lines with the intention of identifying common success factors and the degrees to which those factors influence TOD in Southwestern Pennsylvania. The success factors were quantified into indicators that can be applied to future candidate sites to determine a particular TOD's potential and its subsequent land use strategies. Numerous studies have been conducted nationally on the process to develop TOD sites as well as the physical and functional characteristics of TOD, but very few have attempted to identify the factors associated with a site that may predict its potential to support a future TOD development. This study is unique in that it identified key factors based on "density" and determined the "density" ranges of population, housing, transit connectivity, jobs and zoning necessary for successful TOD.

Highlights

  • Examined 45 regional sites culminating in six model TOD sites for more detailed analysis.
  • Resulted in a "Success Factor Framework" and key success indicators that can be applied to potential TOD sites to gauge likely success and land use strategies.
