Clear View, under the Pennsylvania Department of Transportation (PennDOT) Bureau of Public Transit's (BPT) Open End I contract, completed a variety of diverse projects for the bureau and state's transit agencies. The most intense project was an 8-month assignment to manage the day-to-day operations of Town & Country Transit (TACT), an agency that was in debt and experiencing a variety of operational and financial problems. Clear View identified TACT's immediate needs and challenges, and developed a plan to reduce costs, satisfy outstanding invoices and pay down long-standing debt to save the agency. Also under this contract, Clear View completed a Statewide Transit Advertising Assessment providing a comprehensive review of sales practices throughout the state, identifying the current status of transit advertising among the state's providers and determining the capacity to generate additional advertising sales revenues. The results of this assignment serve as a how to guide for transit agencies implementing new programs or trying to improve current programs. The assessment also provided ways that transit agencies can maximize advertising sales opportunities and revenue in order to generate dollars that can be used to leverage additional state funds and improve operations or make system improvements.
